Mr. Brown spent twenty-nine years in California law enforcement retiring from the Huntington Beach Police Department in 2005. He spent the last seventeen years as a full time Crime Scene Investigator. Mr. Brown has spent thousands of hours investigating crimes and interviewing victims, witnesses and suspects for details resulting in the resolution of hundreds of criminal cases. Additionally Mr. Brown has extensive experience in the location, identification, documentation, collection and preservation of physical evidence and latent finger prints, trace evidence such as hair and fibers, biological evidence such as blood and blood spatter, semen, saliva and other bodily fluids. He has extensive experience in crime scene photography and his written investigative reports were used as positive training examples for new officers. He provided assistance and expertise to fellow officers and those of surrounding agencies in an intense team environment. He has provided depositions in civil matters and testified as an expert witness before the Municipal, Superior and Federal Courts. Mr. Brown possesses a thorough knowledge of the California Penal Code, Vehicle Code, Health and Safety Code and Evidence Code. Mr. Brown was also an adjunct faculty member at the Golden West College police academy where he instructed courses in Crime Scene Investigation, Police Supervision, Community Relations and Police Communications. Additionally he coordinated several programs within the basic and extended format P.O.S.T. certified academies. Mr. Brown also served as the police liaison to a city technical committee where all proposed plans for residential, commercial and street development were reviewed. The review process was to provide strategies for influencing criminal behavior by combining security hardware, psychology and site design based on access control, surveillance and defensible space.
